Program Fees & Building Audit Expenses

Federation of Rental-Housing Providers of Ontario (FRPO) has worked conscientiously to keep costs of the Program affordable to all participants.

Building Participation – Three-Year Commitment

Participation in the Program should be viewed as a three-year commitment on behalf of property managers/property owners for each building enrolled in it. This time period allows members to maximize the benefits of building certification against the costs of the “building audit” process. Once a building has successfully passed the Program’s audit requirement it remains in good standing for three years from the date it was initially approved to be in the program. Member’s building(s) remain in “Certification” status during the three-year term commitment providing they have demonstrated they are in compliance with the Standards of Practice & Code of Conduct, have successfully met the audit requirements, and maintain in good standing with the Program.

Note:
FRPO reserves the right at any time to conduct mini-random audits as it sees fit for any building enrolled in the Program while it designated a Certified Rental Building.

Program Participation Fees

All fees collected go towards covering the administration costs of the program (e.g. member/customer support activities, marketing/advertising efforts, new standards of practice, etc.).

The 2008 (first year) fee charge has been established at $2.35 per suite for each building entered into the program. The $2.35 fee rate will remain constant over the term of the next two years of the three-year commitment for members who sign-up prior to December 31st, 2008. A minimum fee of $100.00 per building will be charged each year if the suite count in the building is under 50 suites.

Participants will be invoiced for the first-year’s building fees once their Participation Agreement has been received and approved. Fees for the second year & third year of enrollment in the program will be invoiced to all participants on the anniversary date of the approval of their Participation Agreement.

Note:
The introductory per suite fee established for the 2008 is being subsidized by FRPO over the term of the three year commitment to provide an incentive for property managers and property owners to join the Program early. For participants who choose to enroll their buildings in 2009 and/or 2010, per suite fees will be higher.

Building Audit Fees

FRPO has engaged an independent third party auditor - J.D. Power & Associates - to complete the audits of buildings submitted into the program. Participants are reminded that each building’s “certification” status (successful building) is good for three years from the date it was initially approved to be in the Program providing it remains in good standing with all Program requirements during that time. Therefore the all audit expenses should be viewed as the total audit costs covering the three year participation period.

Building audit costs can range from $975 for a single building entered into the Program to $500 per building for 10 to 50 buildings entered into the Program to a “customized” price for participants who enter more than 50 buildings into the program. The range in price for each building audited is based on the number of buildings (community of buildings) a participant submits into the Program to be certified at any one time, the distance of the building from the main office, and the participant’s state of readiness to meet or comply with the Program’s Standards of Practice. All fees for building audits reflect only the costs of auditing process and are paid to the Auditor for the services provided.

All figures are quoted in Canadian dollars and do not include applicable taxes.

Any expenses incurred by Auditors for purposes of conducting the audits (mileage, hotels, meals, etc.) will be billed at actual costs and on a pass through to the member.

It is expected that property owners/property managers will conduct their own self-audits prior to ordering a building audit and correct any identified gaps. Prior to ordering a building audit, property owners/property managers should reasonably assure themselves that they are in strict compliance with the program’s Standards of Practice

For favorable community pricing all building must be located with 15 kilometer radius and operate with some degree of centralized building operations management.
